Application & Permitting Guidelines 

The Town of Raymond Planning Commission & Town Board of the Town of Raymond have approved and adopted the following procedures, forms and fees regarding the items listed below.  The Town of Raymond recommends that each applicant review all ordinances that may be applicable to the proposed project.  These guidelines in no way relieve the applicant from any ordinance requirements. 

Rezones

1.)  Make application with Racine County Planning & Development Department.

2.)  Following County review, make application with Town of Raymond Planning Commission ($25 Review fee) according to schedule posted in Town Clerk’s Office.  Copies of all correspondence received from the County along with Eleven (11) copies of all documents shall be submitted for packets for the Planning Commission and Town Board.

3.)  Notice of Planning Commission review sent to property owners within 2,140 feet of proposed property by Town Clerk.

4.)  Following Planning Commission review, request sent to Town of Raymond Town Board the first Tuesday following Planning Commission meeting unless otherwise directed by Planning Commission.

5.)  Letter issued by Town Clerk to applicant with outcome. 

Building Code Variances (Town Ordinance Sec. 26-489)

1.)  Make application for variance with Town of Raymond Planning Commission ($25 Review Fee) according to schedule posted in Town Clerk’s office.

2.)  Submit $100 Variance Request Fee to Town Clerk’s Office.

3.)  Application must be submitted to Town Clerk’s office at least two weeks before the intended Planning Commission meeting.  If variance pertains to a building permit, it still must be submitted separately from the building permit itself.

4.)  Plans, surveys or any other documents pertinent to request must be submitted at time of application.  Eleven (11) copies of all documents must be submitted for the packets.

5.)  Following Planning Commission review, request sent to Town of Raymond Town Board first Tuesday following Planning Commission meeting unless otherwise directed by Planning Commission.

6.)  Letter will be issued by Town Clerk to applicant with outcome. 

Conditional Use Permits

1.)  Make application with Racine County Planning & Development Department.

2.)  Following County review, make application with Town of Raymond Planning Commission ($25 review fee) according to schedule posted in Town Clerk’s office.

3.)  Submit $100 Conditional Use Permit Request to Town of Raymond Clerk’s office.

4.)  Eleven (11) copies of all plans, surveys, or any other documents pertinent to request must be submitted at time of application as well as copies of all correspondence from Racine County.

5.)  Following Planning Commission review, request sent to Town of Raymond Town Board first Tuesday following Planning Commission meeting unless otherwise directed by Planning Commission.

6.)  Town Clerk will send correspondence with outcome to applicant following Town Board Meeting.  If approved, conditional use permit will accompany the correspondence. 

Ponds (Town Ordinance Sec. 26-495)

1)    Make application with Racine County Planning & Development Dept. (If needed per County Zoning)

2)    Pick up Pond Permit Application Packet along with Land Disturbance Permit Application in Town Clerk’s office.

3)    Make sure all ordinance required plans and documents are complete before making application to the Town Clerk.

4)    Make sure all County zoning permits are applied for and/or received before making application.

5)    Turn in all required plans and documents per schedule in Town Clerk’s office.  Copies of all zoning permits and correspondence shall be submitted along with applications.  Seven (7) copies of all plans and documents shall be submitted for packets.

6)    Turn in completed Planning Commission review form with $25 review fee.

7)    If there are pending or approved county permits that require certain conditions to be placed on the approval by the Town, those permits should be processed through the Planning Commission and Board at the same time as any Town permits are processed.

8)    Upon receipt of complete plans and documents, Town Clerk will forward to Town Engineer for review and recommendation.  Town Clerk places permit applications and Zoning Permit referrals on Planning Commission agenda for review and possible approval after engineer’s review.

9)    Once pond permit approval granted, applicant may obtain permit from Town Clerk’s office after submitting $50 permit fee as well as all other applicable soil disturbance permit fees and reimbursements. 

Land Disturbance Permits (Town Ordinance Sec. 26-31 through 26-43)

1)    Pick up land disturbance application packet in Town Clerk’s office.

2)    If land disturbance is on a large scale, you must check with Racine County Planning & Development Dept. to obtain required zoning permits before submitting application to Town.

3)    $75 non-refundable permit fee due to Town Clerk’s office.

4)    Once application and all ordinance required plans and documents are submitted, applicant may apply to go in front of the Planning Commission.

5)    All paperwork, Planning Commission Review form and $25 review fee must be turned in two weeks before the intended Planning Commission meeting.  The Town Clerk forwards copies of all documents and plans to the Town Engineer for review and recommendation.  Town Engineer reviews and provides recommendation by one week before Planning Commission meeting.  Town Clerk places permit application on Planning Commission’s agenda for review and approval.  If Planning Commission approves, applicant must pay all required fees and reimburse Town costs to receive permit from Town Clerk’s office.   

Minor Land Divisions (Town Ordinance Sec. 26-186 and 26-394 – 26-402)

1)    Applicant must pick up “Minor Land Division Packet” in Town Clerk’s Office.

2)    Application must submit an executed predevelopment agreement, required fees, checklist forms and three copies of the proposed certified survey map and report of title from Title Company showing encumbrances to the Town.  Applicant is then placed on Planning Commission agenda.

3)    Applicant shall file ten (10) 8 ½ x 11 copies of the certified survey map for the packets as well as the Planning Commission Review form with the $25 review fee and the $1,000 deposit.

4)    Soil & site evaluations shall be submitted for approval to Racine County for unsewered lots.

5)    Planning Commission may require Town Engineer to review.

6)    Planning Commission may also require subdivider to submit a conceptual development plan along with the certified survey map for contiguous lands owned or controlled by the subdivider.

7)    If Town Engineer review is required, the Planning Commission will table the certified survey map to allow a technical review to be accomplished by the Town Engineer.  The Town Engineer’s report will be to the Planning Commission and the Planning Commission will make a recommendation to the Town Board to approve, approve with conditions or deny the certified survey map.

8)    If Town Engineer is not required, the Plan Commission will take action to recommend to the Town Board to approve, approve with conditions or deny the certified survey map.  The certified survey map will then be placed on the Town Board’s agenda for approval or rejection.

9)    If approved, the Town Clerk and Town Chairman will sign the original certified survey map once the $100 per parcel fee as well as all other applicable fees are paid.
