Storm Water Utility Drainage Commission July 17, 2007 1. Roll Call: Com. Sadler called the meeting to order at 3:35 p.m. Present were commissioners Wally Madsen, Sharon Korponai and Cole Sadler. Also present, representing R.A. Smith were Chris Stramborski and Tom Ludwig, 2 property owners Diane Briske, John Strueder and Supervisor Stan Bugnacki. 2. The minutes from June 27, 2007: Com. Korponai moved, seconded by Com. Madsen to approve, carried 3/0. 3. Set the agenda: There was a consensus to the next meeting date under adjournment. 4. Public Comment: Diane Briske questioned the extent of the commission’s duties and co-operation with other communities. It was pointed out that the Commissions duties are stated in Ordinance No. 2007-03. 5. There was no public discussion on matters listed on the agenda. 6. Terms: Terms were assigned by a draw. 1 year-Sharon Korponai, 2-years-Cole Sadler, 3-year -Wally Madsen. 7. Officer Selection: Com. Madsen nominated Com. Sadler for President, seconded by Com. Korponai. Carried 2/0. Com. Sadler nominated Com. Korponai for Secretary, seconded by Com Madsen. Carried 2/0 8. Storm Utility Study Status: Tom Ladwig stated, the fee study for ERU’s is about 50% complete and should be done in a couple of month’s. R.A. Smith representatives feel that ERU fees are the fairest and least challengeable. 9. Preliminary Budget: The Commission will begin setting the budget for 2008. R.A. Smith will submit estimates for monthly meetings and ask legal for their estimates. R.A. Smith recommended budgeting for a Storm Water Mater Plan in 2008. This plan should be more defined than the present Racine County maps. It should identify more wet areas and water sheds. 10. Assessment of West Branch Project: Com. Sadler spoke with Alan Jasperson about the West Branch Project. The Raymond-Yorkville Drainage District has preliminary plans. The process is complicated. They must make applications to the state, get easement rights, soil testing and shore landowners must accept soils from the Canal. This project, on the West Branch will go from north of 5 Mile Road to the 8 Mile Road. It is questionable as to their legal ability to do this project. Com. Madsen suggested the RSWUD consider working in smaller increments away from the Canal then the Canal will come into play. 11. Preliminary Discussion on Drain Tile Policy: The Commission believes that preservation of current tile is important and discouraging new tile. A drain tile policy should cover tile of 12 inches and larger. The policy will affect new construction and developments. New construction should not rely on tile but where possible tiles could be opened and made into swales. R.A. Smith will draft the policy. 12. Correspondence: A letter from Bob Flasz was read. 13. Adjournment: The future meetings will be held on the 3rd Tuesday of the month at 3:00 p.m. The next meeting will be Aug. 21.2007. Com. Madsen moved, seconded by Com. Korponai to adjourn. Carried 3/0.
